Planning is the system for managing changes to our environment. It seeks to ensure a balance between the need for new development and conserving what's valued about the environment such that resources are not prejudiced for future generations. The system of planning is an important part of democracy since it requires that, though elected representatives to central and local government, the use and development of land is controlled. As such planning is a balancing mechanism helping to deal with the differing views between groups over development whilst, importantly, providing a further opportunity for people to have their say about the future of their neighbourhoods, communities and areas. Ultimately the responsibility for the planning system lies with the ODPM (Office of the Deputy Prime Minister). In Kent the operation of the system on a daily basis is provided by the County and District Councils.
